Most manufacturers who have tried to relocate production workers have done it wrong. They offered a moving stipend, handed someone a check, and assumed the logistics would sort themselves out. Those workers typically left within 60 days. The conclusion most companies drew was that relocation doesn’t work. The actual conclusion is that a check is not a relocation program.
What It Takes to Relocate Production Workers Successfully
To relocate production workers in a way that actually produces retention, you need to solve four problems before the worker arrives at your facility. First, where are they sleeping the first night? Second, how are they getting to work before they have a car or know the bus routes? Third, how are they finding permanent housing without local credit history or a local cosigner? Fourth, who do they call when something goes wrong?
These are not complicated problems. They are practical ones that most relocation programs ignore because solving them requires infrastructure that HR teams aren’t built to manage.
The Retention Data When You Get It Right
When you relocate production workers with real support, the 12-month retention numbers look completely different from locally-sourced temporary workers. Industry average for temp workers in manufacturing is around 40% at 12 months. For workers placed through a structured relocation program with housing, transportation, and community support included, retention runs above 90%.
The American Staffing Association reports 376% annual turnover for temp manufacturing in 2025. At roughly $10,800 per replacement event for an $18 per hour worker, the cost of that turnover on a 100-person line exceeds $4 million per year. The investment in proper relocation infrastructure pays for itself within the first replacement cycle that doesn’t happen.
How to Structure the Program
The most effective programs to relocate production workers follow a phased model. In the first 90 days, all relocation services are active: temporary housing, daily transportation, housing search support. After day 90, the worker is settled and the relocation overhead ends. The program concludes with a free conversion option at day 181, when the employer can bring the worker onto their direct payroll at zero cost.
